Q: Does this fabric look like what scrubs are typically made of? I need a casual jacket to wear with jeans & liked this style

It is the same soft slick feeling of the purple label tops and pants. It is 77% Polyester, 20% Rayon, 3% Spandex so it is a little stretchy. It keeps you pretty warm. Reminds me of a running jacket almost like a under armour type but not as thick.

Q: I own a size Med top in this brand that I love, but the arms are snug. My arms are larger, so can anyone tell me if it fits tight in the bicep area?

My arms feel comfortable but then again, my arms are not large in the bicep or shoulder area.

Q: color--is the navy true navy? The picture looks closer to royal blue

It is true navy, it matches my navy hospital scrubs perfectly.
