It may be. I put it on a 20lb cat in the last hole. In addition she rub against thing and pulled some stones out.

From the tip of the buckle to the tip end of the collar; it is 11.5 inches. Just a heads up... The stones come out easily.

It would be a little large. I have a almost a year old cat and its kinda big on her.

I believe it would be fine for your puppy unless its very very tiny...certainly room to grow.
