Q: Would this work for hands on a clock to see at night?

I don't see why not. Keep in mind that this is basically a tube of paint and NOT a "pen." You will likely want to use a brush or something to smooth it over.

Q: Will these work on plastic surfaces?

It isn't really a marker, which was what I was expecting. It's more like a glow in the dark glue. My 5 yr old daughter loves glitter glue, and it's kind of like that.
