Q: Can i use acetone with this?

From Google: Polypropylene (PP) and high-density polyethylene (HDPE) are both resistant to acetone too. In fact, the bottle of acetone I have in my workshop is made of HDPE.

Q: Are these returnable for a full refund if opened bag to check size & quality but did not use?

I am not 100% certain, but if it is not open, you should be able to return it.

Q: Exactly how tall is this bottle including cap and neck (from bottom of bottle to highest point of tip)?

The tips in the illustration were bent upwards whereas the ones I received were bent downwards and did not represent the highest point. On mine the highest point is just below 7 inches -- or 6 15/16" to be exact.
