Q: hello can i use these bits/items with dermel rotary? are they adaptable?

I don't know the shaft size of the setting burs. If it is 1/8", you can use them with your Dremel as is. I keep the Dremel drill bit chuck in my Dremel at all times, so that I can use small drill bits as well as standard bits. The setting burs work fine with the Dremel drill chuck.

Q: Can you tell me exactly what these are used for? I’m trying to learn how to place point back stones/diamonds on metal/gold rings or pave settings.

They are used to drill into material to make a 'shoulder' to set a stone. I use them to drill into tubes for tube setting and into sheet material for flush setting.
