Q: How well does it do on oily eyelids? Does it smudge?

Sorry I can’t answer that because I don’t have oily eyelids,but it doesn’t smudge from my experience.

Q: What does "outer-eye" mean; is it not supposed to be used on the water line?

I use it on both, the water line and the outer eye line, for a pretty pigmented effect. I love how it enhances my brown eyes! Super recommend it!

Q: How do you sharpen or make longer? Have only used it a few times and out ??

You will need to use a regular pencil sharpener or eyeliner sharpener. It is a great product.
