This speaker mount cannot be mounted on a bar with a 6 inch circumference.

Q: can this hold a jbl extreme?

It should hold most probable speakers I have a Xeneo tube speaker and its perfect fit. Similar to the jbl

Q: Instead of a speaker, can it hold a small flashlight? WIll it go that small?

2"+ only. The way the straps are designed, the velcro starts "grabhing" at the width of 2". You can always add something to the flashlight to make it thicker.
