Q: will the figures from the past disney infinity game would work with this version?

Just to add to the first answer, the 1.0 characters will work with the new version but only on the 2.0 base (from what I've read).

Q: do any figures come with the starter pack

The starter pack comes with the game disc, the "plate" with USB connector, the Avengers "token", and an Iron Man, a Thor, and a Black Widow figures.

Q: If I buy this Marvel starter pack, will I be able to use Disney 2.0 figures on it? Or are there separate discs for Marvel and Disney?

Heather, any of the figures will work with the Marvel Starter pack. The Marvel Starter pack is Infinity 2.0 and is backwards compatible with Infinity 1.0 figures as well. Hope that helps!
