Doubtable. I dont know my head measurement but I'm an adult female and it's still a bit big on me

Both flaps have a clips on either side and you can raise the flaps and clip at the top of the hat. Or, you can clip the flaps closed at the bottom of your chin.

Not at all scratchy. Soft fur inside.

Q: Will this fit a 75 pound Golden Retriever?

It was a little large on my 50 lb lab/spaniel.
