Potato starch is not potato flour. Which one is this product?

It is starch, but I use it for my german potato dumplings (Knoedel). In Germany the same products name is Potato flour. I hope this helps.

Is this a starch or a flour?

I feel badly that I can't answer you accurately. I have used it many years in my angel food cake recipe. I believe that it's both a starch and a flour as a have seen potato flour listed by itself. I wish I could be of more help.
