Q: Where are these american us flag decals manufactured?

Company confirmed decals are NOT made in the USA. They are made overseas.

Q: Can they glow at night?

They have reflective abilities at night

Q: Is it removable and reusable? Will it stick to a metal can ?

No it’s not. I do not know if it will stick to metal can.

Q: Which one used? Steps 1,2,3 and 4 online are clear, however, instructions that came with the stickers is much different on how to apply the sticker.

I sussesfully applied the stickers on my boat's center console by cleaning (windex) and completely drying the area. I then got a level and penciled in a light line for the top placement of the sticker. Carefully remove the backing paper and place the top edge close to the pencil mark. From the top center of the sticker, lightly run your finger downward to the bottom. Next, from the center, rub your finger towards to top, the center, then bottom. Repete for the other side. Then carefully keep rubbing from the center out until all air bubbles are pushed out. If you have a few air bubbles remaining, take a pin and puncture to bubble and then firmly press down on the area. Sorry to compose a book.
