Can i use a serum before applying the foundation?  in addition, i am confused about what color to pick. i am not pale skin, i do have brown age stains

I had ordered the 002 natural ivory & it was too light for me. I’m of Asian descent & have light skin with a lot of yellow undertones. It provided good coverage for my quite visible melasma on my cheeks but the color was true to its name—ivory. I recommend trying the natural beige but both colors are suited for those with pink undertone for the ivory or yellow to neutral undertones for the beige. Unfortunately they offer only the two shades for this product.
As for serums you can apply them beforehand but I suggest waiting for the serum to dry. As a general rule, these Kbeauty products are meant to make your skin tone white rather than perhaps your natural coloring. CC cushions will provide more coverage while BB ones are usually lighter in coverage. 
I recently bought this other brand (Magis Lene) & I found the color light but not ghost white & the coverage for my melasma is great!! It’s a higher end in price point but worth it & comes with a refill. (A local kbeauty shop recommended it.) I am Korean and have tried almost every brand—if you like thinner coverage or medium, Laniege, IOPE are two good ones with more shade differences. 
Tip: remember to pat on the product gently so any lotion or serum applied doesn’t slip. I also dust lightly some loose powder after letting the cushion set. This prevents the powder from sinking into lines etc.

I've received my cushion foundation, but it's too light for my skin tone. can i get even the refill replaced with 03 nude beige?

I believe you can return the entire item within thirty days. I ordered the nude beige and it is a perfect color for me. Light with a touch of beige. I am not sure the vendor will replace the refill. You could e-mail. From what I have read he is very accommodating. BTY. I am a senior and this is the very best of foundation for me. Good luck.

Is there spf and pa coverage?

I have almost olive skin. Would the tan be too light for me?

It’s possible because Korean product usually on the lighter side unfortunately. I am not sure. I ordered “natural ivory”, very light color, but the product is really good and it has full coverage.
