Q: Can holes be drilled elsewhere in the base? Indents to drill holes protrude INTO the pot so I am concerned water will sit in the pot below the holes

You can drill a drain hole on the bottom of the planter pot where it is labeled, "Drill Drain." The indents are not drill areas as they provide stability to the planter pot.
