Q: I can't detect much voltage across the device posts or installed fence wiring using standard voltmeter. Is device broken or am I testing wrong?

You can't use a standard voltmeter since it is not a constant AC or DC, but a short, high voltage pulse every second. Here is what the instruction manual says: "Check that voltage between the fence and ground terminals is greater than 4000 V using a Patriot Digital Voltmeter or Fence Tester." Fence testers are available here or at Home Depot for about $14. I use one to check that voltage is getting to the end of the fence.

Q: what is the amps for this?

This unit draws just a couple dozen milliamps. Operating it won't run up your power bill, or cause breakers to trip.

Q: Does this give a stronger shock than the patriot pe2? i have the pe2, it works, but my husky goes through it after pacing a minute in front of it.

Yes it does but it is only marginally stronger. Because of what I expect is a very full coat of fur on your husky, you will most likely need a much more powerful charger to "get past" all of that hair. A much stronger one will be needed than the size of your enclosure might suggest.

Q: Has anyone had success with the PE5 unit with deer? (or do I need something bigger)

I have used both Patriot and Gallagher units to keep deer out of my hostas (a.k.a. "deer salad"). They are very effective as long as the fence wire & ground rod are kept in good condition (no shorts to ground, no breaks, not too much corrosion on the connections).
