Q: what are they made off?

I'm not sure but it looks like porcelain. The finish is smooth, the plate has some weight to it, so I would not say fine porcelain. Definitely not placistic or melamine

I don't know if it contais lead, I would ask the supplier.

6 3/8 inches diameter, 1 inch height.

Q: What should they be used for? Can I use them as shallow sake cups?

No, I would not use them as sake cups. These dishes are 5 1/4 in diameter. I use them as small plates for appetizers. I am of Japanese ancestry and love the patterns on each dish. It is exactly the style I was looking for.
