Q: Could this easily cover my face and arms completely?

Yes! I used it for a show where I had to have my whole face, neck and hands covered. The show had 12 performances and I still had some left over.

Q: Is this good for homestuck cosplay?

I'm not familiar with that character however I thought it would be a cream based foundation but it's a pressed powder.

Q: is it any good when applied as powder? Or do u have to use water?

It's a creamy makeip. It went on easily and coverage was really good. Lasted all day for Halloween. I didn't add water, but I am sure you could.
