Q: Would this be any good to fill a bath and small sink in a bathroom

No, It only holds 15ltrs of hot water. It would fill the sink though.

Q: are these ment to be left turned on or are they used like an Immersion heater turn on when required.

leave it turned on 24hours a day once up to temperature they turn themselves on and off.

Q: Will this do 2 sinks or only the one?

Fitted many of these water heaters , yes will supply 2 sinks without a problem

Q: Is a pressure relief valve needed as I’d like this installed in cupboard with no drainage

Yes, a pressure relief valve (PRV) is needed in case excessive pressure builds up within the system. This is discharged via the PRV and pipework to a drain. I believe it is against building regulations to omit the PRV.
