I was surprised to find that this unit will decode the satellite signals. (At least for unencrypted channels.) When we recently had to repoint our dishes for livestreamed content, we were able to see the test channels on this unit without having to go back inside to check on the receiver. **Q: Will this help locate galaxy 28 and 31?** A: Yes **Q: Does it come with a strap and is it designed to put a strap on it?** A: Dear customer, Yes, this satellite finder comes with the strap. **Q: Can it be connected to the dish without the satellite box and TV?** A: Yes, in fact that is the most likely use for it when pointing a dish.
