A: I am not really sure but these flexible downspout adapters can be found at Lowes or Home Depot where I purchased mine.

A: It's a smidge over 3 1/8" x 2 1/8".

Worked nicely. I attached it to the main downspout pipe with screws and put a rubber adapter on the other end. The adapter was a step-down to a 2 inch hose. This was in a poorly drained area and I need to get water away from the house. We've since had heavy downpours and it has worked as intended.
