I ordered the large next since the small was so tiny. The large was too large. I returned the small and the large and ordered the medium. It fit perfectly and I as exactly what I wanted. He is a Bichon and can somehow get out of a lot of harnesses. This looks very comfortable and he is secure.

Got a size L for my 16lbs mini poodle mix- it fits and looks great! She came with a Puppia medium but it hardly fit, and the medium of another brand was a little big and wonky for her, and not as much fabric (easier for her to slip out of). This one is sturdy, enough fabric, and feels safer. Definitely worth a few extra bucks!
