It should unclip the window latch and pull the window open. It may be your latch is jammed so you need a sharper tug. To shut the window put the fitting on the widow handle again and just puch the window closed. You need to pull the window bar at an angle to open the window so make sure there's enough room beneath the window for you to do this.
