Because I did not put adhesive on either side to secure in-place which keeps it from sliding down the S/S Tank Strap. I should have known better because that's what the factory had on there. I know this because when I took the tank and straps off I pulled these rubber protector straps and you could see that there was some kind of adhesive on there.
