When you lock the laser pendulum in place, it shuts off all the lasers, and if you try to tilt it without locking the pendulum, the lasers blink to tell you it is out of plumb. **Q: Where is this made?** A: Doesn't matter . I would just go with the DeWalt. Batteries were included so these units should be fairly new and not sitting in a warehouse for years. For those that don’t know, the laser is self leveling so when unlocked and off it at appear that the laser gimbal is broken because it floats around. That is normal. When operating the float is it maintaining the beam level. Laser was used to hang 2 mirror frames. Everything worked flawlessly. Good buy at an expensive but reasonable price compared to others.
