After letting them charge overnight, none have reached a full state. None are exceeding 4v during bulk charge. From this behavior, I wouldn't trust putting these in any of my devices. Also, all 4 batteries are behaving exactly the same way. When I put any of my 18650 or 16650 batteries in the same charger, they charge up just fine, no charger resets, bulk charge voltage as expected.
