I am confused! Will this fit?** A: 20# tanks are usually only filled to 15# for the exchange ones (cheaper, or extra safety margin???) I try to have good tanks filled at my local store with the full 20# for about $20 **Q: Can the hand crank still move freely?** A: This fits snuggly over your propane tanks.
