Is this stainless steal?

It appears to be stainless steal - It is also stamped on the handle "STAINLESS" and "Shefield England" under the name. I use this instead of an Exacto knife for building model planes.

will a 60xt blade fit this

We are unfamiliar with the 60XT Blade. If you are referring to the Swann-Morton PM60 Blade, then it is used with the PM8 handle; the placement of the blade is similar to that of a standard blade and surgical handle. However, it may be unavailable in the US.

Does this handle work with other (cheaper) blades?

This is the standard #3 small fitment handle - it will work with all small fitment blades, Swann-Morton Blades - Nos. 6, 9, 10, 10A, 10R, E/11, 11, 11P, 12, 12D, 13, 14, 15, 15A, 15C, 15T, 16, 40 and SG3. If the blades you have do not fit this high quality handle, then they are more likely to be at fault than the handle itself.

Can this handle be used for #14 blades? the above description doesn’t state #14 but below in the detailed description it shows it will fit a #14 blade
