The "sheath" is a strip of nylon canvas (8" x 1.5") folded over the file, then duct tape is folded/rolled over the nylon canvas. The nylon layer prevents the duct tape from sticking to the file, and gives it some rigidity. Easy and fast to make, and now the file won't be poking holes in my bag. Nice!
