No. This is just a drying rack for your bottles after cleaning.

Can I use this for 1oz bottles?

You put 1 oz bottles. If that's the case then no. That's the size of eye dropper bottles. I have used it for beer bottles and wine bottles and it works great for them.

will this work for 16oz flip top bottles without removing the flip top?

No, the wire clips on flip-top bottles are too wide to fit.

Would this hold full longneck bottles of beer in a cooler without them tipping over?

Racks are intended for drying and storing empty bottles upside down. Not sure I understand the desire to place in a cooler unless you are trying to rack full bottles upside down. Would need to check the overall dimensions of the rack including height with bottles in place comparative to inside dimensions of your cooler. Plus enough room for ice. Would think that simply packing in ice without a rack not only tends to keep bottles from tipping over but also avoids the displacement of space for ice that the rack would cause.
