I didn't mind carrying the pack but I found I generally did not require the large amount of water held in my hydration bladder. A standard 500ml water bottle was sufficient for me in most cases. After mounting a pump and water bottle cage to my bike, I needed a way to carry a spare tube and multitool. I gave this strap a try and it worked perfectly for my needs. My tool has its own pouch which perfectly fit into the inner hook and loop strap to secure it. My tube goes on top and is held against my bike frame while the strap cinches down. The only negative with this strap is that it will absorb moisture so be sure to dry it off after a wet ride. I have had no issues with the strap loosening or items falling out of the strap.
