A: No it doesn’t it’s fine.

**Q: Will this charge the 2023 motorola razor flip phone**
A: Yes if you get the right cable

**Q: Does this charge an ipod ?**
A: I think so.

**Q: Does this cost anything to leave constantly switched on, without phone on it?**
A: It probably uses a watt or two - there is no data in the instruction booklet. 
I wouldn't worry about it though, if it uses a watt you are looking at £3 a year to run it, so pretty insignificant compared to the other items that drive your bill.
