I noticed that they were smaller than other 2"x3" bags I was using, and found that they are 3" *inclusive of the zip-lock and enclosure flaps*. In other words, yes, with the zip-lock and enclosure flaps they are 3" long, but the content area of the bag is only 2.75" long.As I've never purchased bags that were inclusive of the zip-lock and enclosure flap area as being part of the measurement, I feel that this product skirts the "standard" for bag measurements, at least from every other manufacturer's bags I've previously used. Unfortunately I didn't discover this fact until I had used up my existing stock of 2"x3" bags and the return window for their order closed 2 weeks ago.
