Every seed bag I've gotten from Burpee so far have had excellent germination rates. For those struggling I always damp a paper towel and place the towel in a plastic container with lid or plastic zip bag and then put seeds in there. Keep them in a temp around 70-75 out of direct light and depending on the seed species 24 hours to a few days they should germinate. Then take them out and put them in soil when you see their roots sticking out.
