Yes, this power pack can and I have done it myself using my Google Pixelbook. It has up to 45W output via USB C (PD or Power Direct standard) which can be: 5V=3A (15W), 9V=3A (27W), 15V=3A (45W), 20V=2.25A (45W) I am reading this off the back of my battery pack as for some reason this info isn't available easily on the Amazon or Anker page. Note this is only via the USB C cable not the normal USB ports as that is restricted to the standard 5V output. Hope that helps.

Yes, the unit supports power delivery. So the Nikon, when fitted with the newer batteries will charge and be powered when doing something like timelapes. I also use it for motion control and find it very reliable. It's an excellent product, one of the best things I've bought.
