Pretty sure it’s taller than 19 inches, pretty sure whoever was sent something that was actually 19 inches was sent the wrong item and needs to reach out to Amazon. **Q: Does this have screws that anchor the base? Do the screws come in contact with the floor, potentially causing scratching?** A: There are two large screws. One screws the two roped sections together and one that screws the scratching post to the base. Its completely hollow covered in carpet and staples. My kitty got on and it fell right on him.
