I have used Bonne Bell Lip Smacker brand lip gloss for 20+ years and would have to go with yes it is non-toxic. This specific "party pack" I have never used, but I have typically found the Bonne Bell Lip Smacker to be high quality. **Q: In what country is the entire product made?** A: I'm afraid I don't know I ordered them to be delivered elsewhere.
