I believe that it is a carbon steel but I can not state that with 100% certainty. This SW does rust if that is at all helpful **Q: Made in China?** A: Package states made in the EU. **Q: Can this be used on a belt sander?** A: This is a very fine steel wool that can be easily pulled apart and used for hand sanding.
