The measurements said they would be. I also noticed other customer reviews by women that said it was big for being a small that was ordered. I love this band. I also am not afraid to put my own velcro on it to make it fit properly. There is plenty to work with. The Small size will fit a certain population just like any size does. It comes down to, do you know how to make something work better for you. I lost a lot of weight the last year. This band would have fit a year ago. There were no surprises when I put it on. The item arrived quickly and I love this item. I just gave it 4 stars because they should offer an XS version. Does not adjust tightly enough. Velcro does not allow for a more snug fit. If on arm it slips down. Wrap too tight on arm very uncomfortable. Also when on ankle it is easy to shut off when accidentally striking band with other foot during run. Ankle and placement seems to be more visible to drivers. Headlights don't wash out glow of band light. I wish I would have designed this product. It seems to have simple limitations that were not considered during development. Aside from my review I appreciate a safety considered product for runners to feel safer on dark runs. Perhaps winter runs will allow better fit when wearing more clothing. I might not be so optimistic since winter clothing is usually quite form fitting. The band is thick, durable, and most importantly, has a VERY bright light. Please note that the order includes one armband - not two.To increase my visibility at night, I wear the band on my upper arm so that cars will notice me as I walk the dog or take an evening jog. So far, drivers respond better to the band's slow blinking light rather than the other two possible modes - the faster blink or no blink mode (continuous steady light). When wearing the armband in slow blinking light mode, I have noted that the passing cars slow down and give me more room.
