They are NOT insulated to 1000V, but are of good enough quality that they would perform as well as the much more expensive Klein, Wiha, Gardne-Bender, etc. in most residential and light commercial-industrial applications. Paid ~$50 USD here for the set. Visited a big home improvement store which carries Kobalt and found a 300+ tool set including the same 5 tools here for $99 USD.
